Gallato The 2nd NL Business Research Forum, enthemed “Bridging HEIS through Business Education and Research which was held at Saint Louis University (SLU), Baguio City on November 29, 2009, was collaboratively organized by the Graduate Programs in Business and Accountancy of Saint Mary’s University (SMU), Bayombong, College of Accountancy and Business of Saint Louis University, Baguio City, Council of Deans and Educators in Business (CODEB) of Regions 01, 02 and CAR, Commission on Higher Education Region 02, and the Philippine Council of Deans and Educators in Business (PCDEB). About 550 faculty and students from Regions 01, 02, 03 and CAR participated in the forum. The objectives of which were the following: - to provide an avenue for the dissemination of researches in business conducted by the faculty, graduate and undergraduate students from the different universities and colleges in Northern Luzon
- to determine worthwhile researches for possible submission to international business education and research journals.
- to serve as a kick-off for the forthcoming 2nd International Conference on Management Education and Practice (ICMEP 2010) which shall be held at the Garden Villa, Kaohsiung, Kaohsiung City, Taiwan on February 19-21, 2010.

 Dr. Evelyn L. Pascua, CESO III, CHED Regional Director of Region 02, inspired the participants with her topic on the importance of research in the life of tertiary schools. Dr. Felix E. Asprer, DBE, PCDEB President and Dean, CBIBE, PWU, keynote speaker, dwelt on the rudiments and values of research while Dr. Leonardo “Nards” Garcia, CODEB – NCR President, plenary speaker, stressed the essentials of Marketing Research. It is to be noted that on November 26, 2008, the 1st NL Business Research Forum which was organized by the same parties, was hosted by Saint Mary’s University. She believes in the saying “Life is too short to do good”, a self-made person, approachable, down to earth, amiable, kind and ever smiling. DR. FELIX E. ASPRER, DBA, DBE. Dr. Felix E. Asprer is the son of former La Union Governor Don Tomas Asprer and Doña Elena Estonillo Asprer. He is married to Milagros Briones and they are blessed with four children, now all professionals. He finished his BSBA at the University of Sto. Tomas, his Masters in Business Administration at Philippine Christian University, and his Doctor in Business Administration at De La Salle University. He took special training in Advanced Multivariate Statistics at UP, Diliman. He was the Operations Officer of the Department of Tourism from 1964-1986. From 1984 to present, he is a Research Consultant of Mind Works. He is currently the Dean of Conrad Benitez Institute of Business Education of PWU (CBIBE). Dr. Asprer advocates Entrepreneurship versus Employability. He is also working hard to eradicate Drug Addiction in Campuses. DR. LEONARDO GARCIA  Dr. Leonardo Garcia Jr. is the Dean of the College of Business Administration of the Lyceum of the Philippines University. He is also a Professorial Lecturer of De La Salle University, a Certified Professional Marketer (CPM-Asia Pacific) and an Accredited Marketing Educator (AMEd). He was the former Dean of the School of Professional and Continuing Education of the De La Salle – College of St. Benilde, and was also Chairman of the Marketing Management Department and Director of the Graduate Studies Programs of the College of Business and Economics, DLSU-Manila. He was President of the Philippine Marketing Association (PMA) in 2003, AGORA Awardee for Outstanding Achievement in Marketing Education in 1997, and President of the Association of Marketing Educators which also conferred him the Tanglaw ng Karunungan Award in 2003. At DLSU, he became a Hall of Famer in the Students’ Search for Outstanding Teachers and was a recipient of the “Most Outstanding CBE Faculty.” Dr. Garcia has more than a decade of advertising practice having worked with J. Walter Thompson |Co. and Saatchi & Saatchi Advertising Worldwide in Manila and Korea. He has published a book on Advocacy Advertising which was a finalist in the 1999 Philippine National Book Awards, a book in E-Marketing in 2002, and has also co-authored a book in International Marketing in 2006. He is now a consultant in strategic planning, research, public relations, and integrated marketing communications; President of GlobERA, a market research and consultancy firm; and Executive Director of Event Training Institute. He was conferred a Lifetime Achievement Award by the Association of Marketing Educators in 2008, and a “Haligi ng PMA” (Hall of Famer) Award by the Philippine Marketing Association in 2009. Today, he is the Board Secretary and Trustee of the PANA Foundation and the President of the Executive Council of Deans, NCR of the Philippine Council of Deans and Educators in Business or PCDEB. In 2010, he will be Director for International Relations, PMA.
