SMU BSCE PROGRAM: A CENTER OF DEVELOPMENT (COD)
The BSCE Program of the School of Engineering and Architecture of Saint Mary’s University was identified as a Center of Development by the Commission on Higher Education. The COD status was awarded last November 5, 2010 and valid for AY 2010 – 2013. However, after 2013, an extension was granted by the CHED to all COD/COE schools until March 2016. Currently, the School has already submitted its reapplication for COD status to the CHED and awaiting the results.
The COD/COE Program of the CHED is to ensure quality of engineering education in the country. The original basis for the identification of COE/COD was CHED CMO No. 14, S1997 known as “Guidelines for the Identification, Support and/or Development of Potential Centers of Excellence (PCES) in Engineering, Architecture and Maritime Education”. PCES are organizations within HEIs offering distinct academic programs which have continuously exhibited qualities indicating excellent potentials in teaching, research and extension service.
CHED CMO No. 60, S 2006 entitled “Implementing Guidelines for the CHED Centers of Excellence and Centers of Development for Engineering” was released on December 26, 2009 which redefined the criteria and evaluation system for identifying the next COEs and CODs for Engineering. It defines Center of Excellence for Engineering (COEFE) as an engineering department or unit of a higher education institution with a strong undergraduate program, research and extension capability, and preferably a good graduate program. A Center of Development For Engineering (CODFE) is an engineering unit of a higher education institution with a good undergraduate program, extension capability, and potential for research.
The shift to outcomes-based education prompted the Technical Panel for Engineering Education (TPEE) to revise CHED CMO No. 60, S2006 thus the issuance of CMO No. 17, S2015 known as “Revised Implementing Guidelines for the CHED Centers of Excellence and Centers of Development for Engineering Programs”. The latest CMO redefined COE for engineering as a recognition awarded to a strong outcomes-based undergraduate engineering program offered by a higher educational institution with research and extension capability and preferably a sustainable graduate program. A COD for engineering is a recognition award to a good outcomes-based undergraduate engineering program offered by a higher educational institution with research and extension capability and a potential to become a COE. The school has filed its reapplication for COD/COE status for its BSCE Program under this CMO.
