VISION-MISSION

The Human Resource Development Office plans, formulates, implements and evaluates programs related to employee activities in the University in the areas of recruitment, selection, placement, employees’ training and development, performance appraisal, HR information systems, labor-management relations and support. HISTORY/ OFFICE DESCRIPTION

Member-in-charge of the selection process. General Objectives of the Human Resource and Development Office The office aims to: 

  • Help the University realize its vision and carry on its mission 
  • Recruit and select employees who are competent and excellent, innovative and possesses Christ’s passion for mission; 
  • Provide timely and relevant information regarding the workforce in the University; 
  • Strengthen the workforce by providing training and development programs; 
  • Achieve and maintain high morale among employees through work-life balanced programs; 
  • Inculcate the sense of team spirit, teamwork and inter-team collaboration.

OBJECTIVES

The Human Resource Development Office plans, formulates, implements, and evaluates programs related to employee activities within the university. These activities include selection, which encompasses sourcing, evaluation, and hiring; retention, such as orientation, training, employee development, the SIGLA Wellness Program, and records management; and separation, which address resignation, retirement, and non-renewal of employee contracts. The Human Resource Development Office (HRDO) was originally established as the Personnel Office (PO) in June 1995, with Mrs. Natividad A. Obispo appointed as the Acting Personnel Officer. In June 1998, Mr. John G. Tayaban took over as the Head of the Personnel Office. Mrs. Erlinda T. Espano later became the Assistant to the Personnel Officer, serving from 1998 to 2008. In June 2000, Mrs. Maura P. Salonga was assigned as the Staff Member-in-charge of Recruitment and Hiring, a role she held until May 2005. In October 2002, Mrs. Venus R. Cadabona joined the office as the Staff Member-in-charge of Attendance Monitoring. Rev. Fr. Jessie M. Hechanova, CICM, then the University President, later renamed the Personnel Office to the Human Resource Development Center, with Mr. John G. Tayaban continuing as the Director.

In June 2007, Mrs. Maura P. Salonga was appointed as the Director of the HRDC. Mr. Bon Homme Richard G. Torres and Ms. Mari Kristina D. Meneses were hired that same year as staff members in charge of Attendance Monitoring. In 2008, Mrs. Clarisa R. Magno, from the Office of the Vice President for Academic Affairs, joined the unit and was assigned as the Staff Member-in-charge of the Human Resource Information System. In June 2010, Mrs. Ruby Lyn R. Nuestro was appointed as the Director of the unit, which was renamed the Human Resource Development Office (HRDO). Mr. Roy B. Lumidao was hired as the HRDO Secretary in July 2013, with Mrs. Mary Joy A. Ahute succeeding him in April 2015. In January 2018, Ms. Iralo Grace R. Valdez joined the unit and was assigned as a Staff Member-in charge of Recruitment and Training. Due to growing responsibilities and increasing number of employees, Mrs. Rachelle A. Liyac was hired to handle employment contracts and to assist in the other HR tasks. In June 2022, Mr. Chester Duane A. Palacay was hired to assist with Attendance Monitoring and to handle the monitoring of Client Feedback. Mrs. Jane Laquigan and Ms. Zyrill Coreen T. Madriaga were hired in September 2023 and September 2024, respectively, due to staff members transfers and resignations. Mrs. Liyac was designated as the staff member in charge of general records, while Ms. Madriaga was assigned Staff Member-in-charge of the selection process.
