SMU-ROTC Unit displays tactical excellence in RAATI 2025, earns commendations

The Reserve Officers’ Training Corps (ROTC) Unit of Saint Mary’s University (SMU) demonstrated high standards of discipline, leadership, and military proficiency during the Regional Annual Administrative and Tactical Inspection (RAATI) 2025, conducted on May 6 at the university grounds.
Extending through the morning session, COL Camilo A. Saddam, GSC (INF) PA, chairperson of the Inspection Team, conducted a comprehensive assessment of the unit’s operational readiness, tactical capabilities, and administrative compliance. The team ensures that ROTC units across higher education institutions meet the standards set by the Department of National Defense (DND) and the Armed Forces of the Philippines (AFP).
The day began with the courtesy call at the boardroom, followed by the Commandant’s briefing by MAJ Jonathan R. Budaden, PA (RES), presenting an overview of the SMU-ROTC Unit’s performance throughout the academic year, highlighting major accomplishments in training, logistics, community involvement, spiritual, and leadership development.
The briefing also included a status report on the unit’s compliance with AFP directives, achievements in civic engagement, and innovations in cadet training programs. RAATI evaluators asked targeted questions to validate reports and clarify logistical documentation, emphasizing transparency and operational integrity.
Following the briefing, cadets and administrative heads and officials proceeded to the parade grounds for ceremonial review in honor of the inspecting officers. Corps Commander of the SMU-ROTC Unit, Jeanaris D. Guiniling, First Class, led the troop formations and commands throughout the event.
The inspection proper covered the following major components: military stakes for Map Reading, Knot Tying, Comprehensive Exam (Military Science 1 and 2), Weapons Training (M16), First Aid or Basic Life Support (Theoretical and Practical exam), and finally, the execution of a scenario during a Raid or Ambush.
During the administrative audit, evaluators reviewed logistics files, attendance records, training documentation, and supply accountability reports. For Military Proficiency Tests, cadets executed close-order drills, simulated field formations, and crowd control procedures. The corps performed small unit tactics and mock rescue operations as part of their internal security and disaster preparedness training for the field demonstrations. The head of the inspection team assessed the command presence, confidence, and technical knowledge of cadet officers and staff for the leaders’ evaluation.






Throughout the activities, RAATI officials took notes and provided on-site feedback, emphasizing the value of precision, synchronization, and morale in military education.
“The ROTC program continues to be a pillar of leadership development at SMU. Through this annual inspection, we reaffirm our commitment to forming young leaders who are ready to serve the country with honor and skill. I am glad that the effort paid off—the sleepless nights and strict training were worth it. However, my deepest gratitude goes to the university administration for the complete and all-out support throughout the preparation, as well as providing everything that we need,” said Mr. Domingo Guntalilib Jr., NSTP Office Head, during a brief interview after the final part of the inspection.
The Marian community witnessed the inspection, demonstrating strong institutional support for the program. The Philippine Army is expected to release the formal evaluation and official results in the coming weeks. SMU ROTC Unit remains optimistic, building on its history of strong ratings in past RAATI evaluations.
With a blend of military rigor, academic excellence, and civic spirit, the SMU ROTC Unit continues to represent Saint Mary’s University’s mission of service, discipline, and national responsibility.
